A Guide to Post-Graduation Work Permits (PGWP) in Canada

A Post-Graduation Work Permit (PGWP) is an open work permit that may allow eligible international students who graduate from certain Canadian institutions and programs to gain valuable Canadian work experience after completing their studies.

However, graduating in Canada does not automatically guarantee a PGWP. Eligibility depends on several factors, including the institution, program, study duration, language requirements, study status and other immigration rules in effect when you apply.

1. Confirm that your institution and program are PGWP-eligible

Before choosing a school, confirm that the institution is a designated learning institution (DLI) and that the specific program you intend to study qualifies for a PGWP.

Being listed as a DLI does not automatically mean that every program offered by that institution is PGWP-eligible.

This is one of the most important checks to make before paying tuition or committing to a program.

2. Check the program requirements

Your program of study can affect your eligibility and the length of the work permit. Generally:

• Programs shorter than 8 months normally do not qualify for a PGWP.
• Programs of at least 8 months but less than 2 years may qualify for a work permit for a period that can be up to the length of the program.
• Programs of 2 years or longer may qualify for a PGWP of up to 3 years, subject to the applicable requirements.
• Eligible master's degree programs of at least 8 months may qualify for a PGWP of up to 3 years, subject to current IRCC requirements.

The actual duration granted depends on the applicable immigration rules and, in some cases, the validity of your passport.

3. Understand the language requirements

Language proficiency is now an important part of PGWP eligibility.

Under current rules, eligible university graduates generally need to demonstrate English or French proficiency at the required level, while eligible college and other non-university graduates may have a different minimum requirement.

The required level and accepted language tests can depend on the type of program and the rules applicable to your application.

Do not assume that the language test used for admission will automatically satisfy PGWP requirements. Always check the current IRCC requirements before applying.

4. Check whether your program has field-of-study requirements

Some graduates of non-degree programs may be subject to field-of-study requirements for PGWP eligibility, particularly where the relevant study permit application was submitted under rules introduced from November 1, 2024.

This means choosing a program simply because it is available or affordable can create problems later if the program does not meet the requirements applicable to your situation.

Before enrolling, confirm the current PGWP eligibility of your exact program.

5. Maintain proper student status

Your conduct during your studies can also affect your eligibility.

Students should generally maintain the required full-time student status throughout their program, while understanding that certain authorised breaks or specific circumstances may be treated differently under IRCC rules.

Keep records of your enrolment, transcripts, letters from your institution and other documents that demonstrate your academic history.

6. Be careful with online or distance learning

The way your program is delivered can affect PGWP eligibility.

Canada has specific rules concerning distance learning and the amount of study that can be completed online. These rules have also changed over time.

If your program involves significant online learning, confirm the current rules that apply to your program before making your decision.

7. Prepare for your PGWP application early

Do not wait until the last minute. After completing your studies, gather the documents you will need and carefully review your eligibility before submitting your application. Depending on your circumstances, documents may include:

• Your passport
• Proof of completion of studies
• Final transcript
• Letter confirming completion of your program
• Language test results, where required
• Other documents requested by IRCC

The PGWP application window is generally limited, so graduates should pay close attention to the applicable 180-day period after completing their studies and their immigration status during that period.

8. Understand what a PGWP allows you to do

A PGWP is generally an open work permit, meaning eligible holders can work for employers in Canada without being restricted to one specific employer. This can give international graduates an opportunity to gain Canadian work experience and develop their professional careers.

However, a PGWP is temporary. It does not automatically give you permanent residence or Canadian citizenship.

If your long-term goal is permanent residence, you will need to determine which immigration pathway you may qualify for based on your education, work experience, language ability and other factors.

9. Plan your career before graduation

Do not wait until your PGWP is approved before thinking about your career.

Research your industry, identify potential employers, improve your CV, build professional connections and understand the type of Canadian work experience that may be relevant to your future plans.

A well-planned transition from education to employment can put you in a much stronger position after graduation.

10. Always verify the current IRCC rules

Canadian immigration policies can change. Requirements that apply to one student may not necessarily apply to another, depending on when their study permit application was submitted, what they studied and when they apply for the PGWP.

Before making a major financial or educational decision, verify the current requirements through Immigration, Refugees and Citizenship Canada (IRCC) and confirm your program's eligibility with the institution.
